wth, i cant capture a skill cause i dont have factions? the boss i killed used it, its kinda lame you cant get it. In the skill capture screen, it has like a lock over it, along with defile enchantments. thats really lame.

Buy the campaign and you can cap it. Its simple...
If you dont have the campaign it comes from, why should you be able to cap it? Doesnt make any sense....
Its not "really lame", dont be cheap.

You're complaining because you cannot cap a skill that is from a campaign you do not own... :\

FYI, and totally irrelevant to this particular discussion: The lock also appears if you aren't sporting one of the professions of the skill.
If a creature is using the skill, I think you should be able to get it even if you don't own all campaigns. The moment ANet puts a skill into another campaign, it becomes part of that campaign - but that's just an opinion of hope.

finally someone sees it my way, ill probably pick up factions, mainly for the skills and really good weapon crafters, but, i still think its unfair.

Eh....No. The skills in GWEN is just an expansion. Its expanding on the other campaigns meaning things and storylines from them come into it. Skills and othre things will come from those campaigns.
Dont own them, then you dont get them. Its stupid to give people access to skills and other things if they dont buy it....dont be cheap >.<
Sorry to rain on your parade.
If GWEN was an actual campaign, it would have its own set of elite skills and so on and you could be able to cap them all. But its not...its a compilation from the previous campaigns. Which goes back to the original thought, if its an expansion of other games and you dont own it, why should you have access to it???

Wrong logic? Your using transcendent logic to try to prove your point is correct, which in actuality is neither correct nor incorrect. Its just an opinion, like mine was. ANet says you cannot cap skills from one campaign (or expansion for goodness sakes) unless you own it. That is a decision, and I might add a decision not immutable since ANet changes whatever they want when they want. It isn't an ethical debate or a moral dilemma - the OP stated an opinion and so did I.
I have an opinion that says its too bad you do have to own the campaign in which a skill lives in order to get it. I also have an opinion that buying the other campaign(s)/expansion is not bad or good, but I would suggest the OP do it for the multitude of other reasons that are definitely good and right - they are fun!

on a related note, being that i don't own factions either. if i bought the PvP pack, would i be able to cap factions skills in GW:EN? would i be able to utilize xandra and anton and razzah or would they still be heros i can see but not fully utilize their skills?
i did notice that with Livia, she comes with a factions skill. i could put it on Olias' skill bar, of course it's locked and i can't force him to use it, but he will use it of his own accord.

I would imagine the unlock pack would give your heroes the skills. I'm pretty sure Razah would come with it for PvP characters and not PvE without the full game. If you meant Xandra, she's a GW:EN hero and she has nothing to do with Factions.

Yeah, people with only (for example) Proph + GWEN should be able to cap Factions and Nightfall elites for which they didn't pay.
Makes sense.
Not.

Xandra and Anton being the ritualist and assasin you pick up in GW:EN regardless of whether you have factions or not. i can't do anything with either of them except let them do their thing on their own, sort of like henchies.
i've had fun bringing xandra around on missions here and there, but tis annoying not being able to unlock skills for her. and i don't want the PvE for factions as i won't play it, just the skill unlocks for hero's and to PvP with it for helping out the guild. i wouldn't buy it unless i had both.

Oh right, that's very fair isn't it! You just pay for ONE campaign and ONE expansion and get access to ALL the skills. What about those who spent more on THREE campaigns and the expansion? Is that FAIR now?
Your thinking is illogical.

I think that sucks for you ... killing a boss but not being able to cap ... then again, maybe buy the other campaigns if you really want those skills? Im sure they will give you more then only Elite skills lol

Well, it is an awkward situation, not being able to cap something you see is different than not being able to cap a boss you don't have access to cause you don't have the campaign. Allowing people to cap stuff they didn't pay for is out of the question, though.
How about: make it possible to cap only the core and gw:en skills from bosses in gw:en (while letting the bosses use whatever skills they originally had). People who don't have the campaigns don't get pissed off so much and people who do have access to it anyway.
Just my 2 smallest monetary units.
